International Relations Minister Ronald Lamola on Monday told the Truth and Reconciliation Commission Cases Inquiry – or the Khampepe Commission that the state’s ability to pursue prosecutions had been hollowed out by state capture, and that subsequently much of its funding flowed to dealing with this scandal.
