President Cyril Ramaphosa has acknowledged in court papers that article 19 of the controversial Expropriation Act creates a ‘circular process’ that makes the law unworkable, asking judges to either rewrite the provision or declare it unconstitutional amid legal challenges from coalition partners and civil rights groups.
